How to take care of neighbor pronlem?

ive been living at my current residence for 3 yrs. ive also been dealing with a nasty neighbor for just as long. he always calls the cops on us for no reason. he made the city rezone our property so my moms boyfriend couldnt park his truck in the driveway. but this time he crossed the line. we lit off a few fire crackers the other afternoon and he called he cops. turns out if we get called on again for the fourth my mom is going to get arrested. were not bad people, we do our thing and dont bother anyone. he's being so dumb!! i need ideas to give this guy what he deserves. ps he's having a party at his house tomorrow for the holiday. please give me some advice whether it be legal advice or hust a way to cause grief for him. thankyou
